In the US, composting facilities operate under state rules layered on top of the federal PFRP process (40 CFR 503 Appendix B). Canada has no federal equivalent — the rules are provincial, and the common reference is the CCME Guidelines for Compost Quality, whose pathogen-reduction time and temperature pairs are the same ones PFRP uses.
